Commissioner Service, under the direction of the District and Council Commissioners, is one of the most important, yet least understood parts of the Scouting Program. A Commissioner's approach is one of helpfulness, ready to assist the leaders, offering suggestions, encouraging unit leaders, and the unit committee, thereby strengthening the leadership's program efforts. In effect each Commissioner enters into a partnership with the senior leadership - all working for the single objective - the welfare of the Crew, Troop, or Pack.

 

This web site is designed to help the commissioner staff with their task of helping units succeed within Shawnee Trails Council as well as the Scouting community at large and to help educate fellow Scouters in the roles and mission of their commissioner.

Shawnee Trails Specific Commissioner Service Forms

ADC Report Form This is the standard report used by assistant council commissioners within the Shawnee Trails Council.  It is designed to provide the district commissioner a snapshot of your assigned area/unit health. form update in progress form update in progress
District Commissioner's Report This is the standard  report used by district commissioners within the Shawnee Trails Council.   When used with the data forwarded on the unit visitation and ADC report, it provides the council commissioner and professional staff with a snapshot of unit health, roundtable attendance, commissioner recruitment/retention, and other observations. Quarterly Unit Service Report This report form was created to assist the district commissioner in evaluating unit service within the district each quarter. PDF File PUB File
Council Commissioner's Report This is the newest of the commissioner report forms created at the request of the Council Commissioner.  It is a two page form that provides the Executive Committee/Board a clear picture of the success of commissioner service across the council. PDF File PUB File
Unit Status Criteria This is the latest version of the definitions for red/yellow/green unit coding to be used by both Assistant District Commissioners and District Commissioners when completing the unit status section of the STC commissioner report forms. PDF File

National Council Commissioner Service Forms

These forms are provided by the National Council.  These forms are only available in PDF format.  Left click on the form name to open the form in a new browser window.

Form Name Description
2010 Centennial Quality Unit Award Form This is the BSA National form to be used for 2010 commitments, converted into a PDF.  It is field sensitive, allowing you to enter data then print the form.  NOTE:  Data typed into the fields cannot be saved or stored.
Annual Charter Agreement This form is to be completed by unit-serving district executives 90 days before a unit's charter expires.  This form serves as an agreement between the chartered organization and the council to support the chartered unit according to a defined set of responsibilities to the unit.
Meeting Place Inspection Sheet This is the BSA National form, converted into a PDF.  It is field sensitive, allowing you to enter data then print the form.  NOTE:  Data typed into the fields cannot be saved or stored.
General Instructions for the Self Assessment Form This is the instruction sheet to be used with the below Self Assessment Forms for unit leaders. 
Self-Assessment Form - Pack Version This form  was  developed to coincide with the pack achieving the goals it has set for the Centennial Quality Award.  As part of the program, unit leaders are asked to review the units goals, successes, and the vision for the upcoming year. 
Self-Assessment Form - Troop/Team Version This form  was  developed to coincide with the troop achieving the goals it has set for the Centennial Quality Award.  As part of the program, unit leaders are asked to review the units goals, successes, and the vision for the upcoming year. 
Self-Assessment Form - Crew and Ship Version This form  was  developed to coincide with the crew/ship achieving the goals it has set for the Centennial Quality Award.  As part of the program, unit leaders are asked to review the units goals, successes, and the vision for the upcoming year. 
Commissioner Worksheet for Packs This worksheet is designed to help unit commissioners determine the health of the packs they serve.  When used in conjunction with the STC Unit Visitation Report, they will provide a valuable snapshot of the overall health of the unit as well as the effectiveness of commissioner service. 
Commissioner Worksheet for Troops This worksheet is designed to help unit commissioners determine the health of the troops they serve.  When used in conjunction with the STC Unit Visitation Report, they will provide a valuable snapshot of the overall health of the unit as well as the effectiveness of commissioner service. 
Commissioner Worksheet for Crews This worksheet is designed to help unit commissioners determine the health of the crews/ships they serve.  When used in conjunction with the STC Unit Visitation Report, they will provide a valuable snapshot of the overall health of the unit as well as the effectiveness of commissioner service. 
Commissioner Worksheet for Explorer Posts *DISCLAIMER*   Since 1998, Explorer Posts are no longer considered as traditional units; they are considered as a part of the Learning For Life Program.  The newer editions of the Commissioner Helps no longer contain this worksheet although copies remain available through numerous websites devoted to the mission of Commissioner Service.  

Monthly Commissioner Training Archives

These topics were developed in an effort to provide continuing commissioner education.  This archive contains topics ranging from new aspects of the Scouting program, as introduced by the national council, including topics relating to the annual commissioner service plan and unit service related issues.  Topics are arranged according to the year and month of presentation.

 

Beginning with March 2009 topic, the PowerPoint presentations are now available for download.  The presentations consist of seven to eleven slides and can be presented in about a seven minute presentation.  The slides are available in PowerPoint 2007 version only; a free download of the Microsoft PowerPoint Reader 2007 is available by using the link on the left navigation pane of this page under the "External Links" section.

This is the monthly newsletter for commissioners within Shawnee trails Council.  Past editions of the E-letter are available by clicking on the Arrowhead Archives link on the left navigation pane.

Council Commissioner/District Commissioner Support

This section of the Commissioner Helps site contains downloadable PDF versions of various reports that can be used to measure the effectiveness of commissioner service within the council. Fee Increase FAQ

This FAQ was produced by the National Council to answer some of the basic questions involving unit charter renewal process and the new registration fee increase. 

Membership Fee Chart

This chart was produced by the National Council to assist in computing the registration fees for individuals.  The chart provides prorated registration fee amounts for up t0 18 months.  Add 10¢ per month per youth for the mandated council liability insurance when using this chart.
